I accordingly propose that His Excellency may be pleased to sanction the employment of a competent Clerk on the Provisional Establishment at a salary of $75.- per month, or that a mere copying Clerk be obtained for $50 per month, as I only act now at a higher rate because he may and I believe this letter is in every way capable of filling this office, and should His Excellency approve of the arrangement I request that his pay be made payable from the said date.
The surveillance of public works here has been hitherto attended with no inconsiderable difficulty, and great risk has arisen in many cases from the want of subordinate assistants to be of assistance in calculations and in checking various items of services which an inexperienced youth were not.
